While earning his law degree from The George Washington University School of Law (J.D. 1976), Stephen D. Johnson worked in the U.S. Department of Commerce’s Bureau of International Commerce focusing on foreign investments in the U.S., export promotion, and international insurance issues.

He “hung out a shingle” in 1977 for solo practice in Virginia and D.C. handling general civil matters, real estate transactions, family law, business problems, and civil litigation.

Stephen joined the FHLBB (later the Federal Housing Finance Board) in 1986, and served as an attorney advisor for consumer affairs, affordable housing, and community development. His responsibilities included work on the adjustable rate mortgage regulations and the Community Reinvestment Act (CRA) enforcement. He is particularly proud of his work in advancing community interests in the first case where the Bank Board denied a savings and loan’s branch expansion based on CRA grounds, i.e., failure to serve the community.

Stephen joined Deborah Luxenberg in family law practice in 1992. They began a professional and personal relationship in 1979 and were married in 1986. They understand both the pleasures and perils of love–the mutual support, problem solving, patience, and endurance that are part of all relationships. What’s more, they face the unique challenges of both working and living together. This personal experience has proven to be an invaluable asset in family law practice.
